leandro. fire crews tell us it was some kind of grow operation firefighters from both alamein. the county and oakland responded to the fire late last night near 139th avenue in washington avenue crews tell us the fire burned at a heavily fortified building with what may be a grow operation inside. they did not tell us whether it was a legal or illegal business. but said, this kind of fire is hard to put out. the issues we face is just they're very fortified very difficult for us to make entry. lots of doors, locks heavy, heavy duty, so we'll take us a long time to get in and get to the seat of the fire, which is what we're trying to do to put it out. and unfortunately, when we can't make access, the fire just keeps burning, and that's you know, that's the hazard, and that's what's happening right now. cruz said that they won't be able to confirm what was inside that building until the fire is completely out. firefighters have been on scene throughout the night working to keep it under control. time is now. 402 oakland fire

investigators believe arson is the cause of three small fires broke out last night along interstate 5 80. it happened around six pm between 35th and coolidge avenue. video from twitter shows the flames near fruitvale avenue, just outside of the guardrail. fires were quickly put. about they did not spread to nearby homes and road flares were found at that scene last week, five homes were damaged in a much bigger fire in the same area. the fires may not be related. so this incident we were able to deem that this one was arson based upon the stuff that was found at the scene here tonight in the fire we had last week or on friday was that one is still under investigation as well. we've got multiple investigators working on that one. and that one still is under investigation. so they are two separate incidents. they just happen to be in close proximity to each other. there's no word yet if there are any suspects in last night's fired, there has

been another shooting a deadly shooting in oakland, this time, just yards away from city hall. the sound of the shooting was so loud city hall staff inside could hear the gunfire. ktvu jana katsuyama spoke with witnesses and city leaders about the city's fourth homicide in just 24 hours. along frank ogawa plaza near oakland city hall on 14th street. a normal tuesday afternoon turned violent and deadly. i heard the shot i was there. i was coming across the street right here. yeah the shots. how many shots were there? about four or five starting again fired gunshots and i just ducked. you know, scary. i've never experienced anything like this, tanya cole says when police arrived, they started doing cpr officers say one victim in oakland resident in his twenties, died there in the plaza. the second victim was transported to a local hospital , where he is currently undergoing surgery. police say that second injured victim is a berkeley man in his twenties. we

are now at 91 homicides. for this year in the city of oakland, compared to 100 lives last the same time last year, police said they are reviewing surveillance video. one witness says he saw a car at the scene shooting in the car. need to round one dude fell out of the car ran and got on the grass. over here. shooting happened just yards from city hall as the oakland city council meeting was underway. most of the members were participating remotely, but some staff were inside and heard the gunshots. it was really unnerving to be in city hall and not know how close um the gunshots were and if someone was injured, the city council had just been discussing with the police chief, the need to increase resources for crime investigations. we need the police chief to assign a few more officers to the investigations division. we realize they're understaffed, and i know that we have a large backlog in the city of oakland

in regards to the crime lab, i would call it the county and as we can use their crime lab, i just want the violence to end to be honest people congregate here . people gather here, so there should be a little bit more police presence. but you know what can you? we did see a dark infinity sedan being towed away from the scene, followed by an oakland police vehicle. we asked police about it, but they had no comment. they did say they'd like to see any kind of cell phone video footage or security footage that might have evidence to help the investigation and they hope people will share that with police reporting in oakland , jana katsuyama ktvu fox two news time now, 406. we're learning more about the two men who were killed, too. days ago in a drive by shooting in oakland's pill hill neighborhood. now the police say they believe several shooters were involved when shots were fired from a car at two locations. the victims identified as 27, year old assam , out or dry, read, who is

originally from yemen, and 59 year old balala ihsa. friends of business say he's well known in oakland's ethiopian community. bilal. he was helping people. he has his children. he has a family. very nice boy. one of our family or homicide sections , investigating all angles of this crime. this incident is very obviously tragic. shocking. 19 year old man was also shot in the leg during the attack so far, police say they don't know of a motive. and if you have any information, call oakland police , francisco supervisors approved legislation that allows police to use privately owned surveillance cameras. the one year pilot program will allow officers to use private cameras in real time, the owners of the cameras have to give police permission to use them and the youth must be connected to a life threatening emergency or to make a decision on where or to send officers during a large

event where there are possible public safety concerns. police can also use those cameras in criminal investigations. but only if there is written permission. san francisco school board is now putting on hold the discussion over observing two muslim holidays. the board approved a resolution last night , delaying the move. it's facing a possible lawsuit over open meeting laws from its approval of the new holidays. but students, parents and community members argued it's unfair to not allow students to be off for cultural observations. my name is aisha. i'm currently a sophomore at galileo high school for the past 13 years. i've been at school i've never skipped. but when you see my attendance every year, there's always one excused. absence i gained. i have to be reprimanded and mark has gone just to be able to celebrate a religious holiday. i'm here speaking to you guys doing my ap world homework to get you to listen to all of us. when we say make i eat an official holiday in the sf usd calendar. the board says it is

out of a leo american canyon over towards cordelia. fairfield vacaville. napa yeah, feeling a little bit over santa rosa, but the main band is just off the san mateo coast. i see a couple of lightning strikes as well. so there's plenty of energy here for the morning so from the city south along the san mateo coz on the peninsula as well, even over to fremont, like a decent little cell there, so the low is making its move. also activity continues to fire up over the higher elevations heading up into this year, where they'll get thunderstorms up their fifties and sixties on attempts to the cloud cover kind of a mild air mass. that's for sure. there's not a lot of cold air with this system, but this is the day that starts to finally make its move. let's give it credit. it's done a really good job for this time of year. it's accelerating out of the picture, though later today tonight, then by tomorrow we'll be transitioning into high pressure. but you can see there's plenty of activity or that has to come in. i would think between now and say, eight o'clock it'll be san francisco, oakland and then on the cemetery coast in the peninsula. maybe down to san jose looks to be the prime time here. there's any

federal reserve wraps up its two day policy meeting and it is expected to bring another interest rate hike. the prediction is that the fed will raise its key rate by another three quarters of a percent. that would be the third consecutive rate hike at that level, which is considered aggressive and it would take interest rates to their highest level since 2008 economists say the rate hikes are an attempt to curb inflation. but they also warn it can trigger a recession. now we feel the effects of higher interest rates everywhere , especially when it comes to buying property. now, builders are seeing people who had signed contracts for new homes, canceling those deals because higher interest rates are making it more expensive. they can't afford it now. last month, 19% of signed contracts were canceled. that's more than double the 7% from august of last year, and that leaves builders looking for new buyers so that they can pay the cost. they've already racked up.

builders have mortgages. they have construction loans. it's me a downturn going into next year. a survey of homebuilders shows some of the steps they are taking to increase the likelihood people will get a new buyer. nearly one in five say they're offering to pay the closing costs, almost one quarter have cut their prices 20% are offering extra options and upgrades at little or no cost, and 19% are now offering to pay the cost to decrease a mortgage rate. time now. for 16 . there is new concern in oakland after video on social media shows a woman taking down four flags from latin american countries from outside of school in oakland. they were being flown as part of hispanic heritage month. it's ktvu cristina rendon tells us. the oakland unified school district filed the police report and hopes this woman can be identified. this instagram video is getting lots of attention. why are you taking it down? it

shows a woman pulling down the flags of four latin american countries outside of coliseum college prep academy, a six through 12th grade school in oakland at the quarter of 66 the international down why incident happened saturday sometime between four pm and seven pm the flags of mexico, guatemala, el salvador and honduras had just been raised last week in honor of latino heritage month, oakland unified district spokesman jon sasaki calls the incident discriminatory. this is a particularly egregious moved by someone who obviously had some kind of strange motivations. whatever it is that they were trying to do. they didn't accomplish anything. the principal happened to be on campus saturday notice the flags crumpled at the base of the flagpole and immediately raised them again, along with black lives matter and pride flags. that's very sad. that's sad. i don't know why the woman act like that. what's so upsetting? too many people here is that

this is east oakland, the heart of the latino community more than 75% of students here are latino, was completely shocked by this. ah, it is latino heritage month and so for this kind of behavior and frankly this act of hate to happen during this time we condemn it. gutierrez is the senior manager of communications at the city council along time nonprofit in oakland's fruitvale district that works to promote social equity. the flags are not just, you know, a physical thing, but for our community, they represent pride they represent culture. usd or vandalism. zaki says the district isn't looking for the woman to go to jail, but at the very least, that her actions can serve as a lesson. we want to make the message very clear that no matter what happens, we're going to stand by our families. we stand by our students going to stand by our staff, regardless, whether from hopes

gonna be great to see it does seem like it's been forever. all right. steve paulson has our forecast in the city. is it going to rain most of the day, people walking around with umbrellas only in the morning, okay, clear out. but in the morning, yes, it's certainly close enough here and we'll take a look at our system. arlo is finally moving, and as it does, it's going to go over the bay area, then lift north northeast and be out of the probably out of the picture by by tonight. and tomorrow we'll transition into warmer weather as high pressure kicks in, but the bands to the north continue to move in parts of northern sonoma county, lake county also napa county. nothing too crazy there yet. also bands moving through solano county, napa county right over san pablo bay. it's a pretty good rain out towards american canyon, hidden brooke cordelia fairfield now lifting up towards vacaville. but that 10th of an inch or so and you can see some of that activity is definitely favoring san francisco, oakland south for now, on the san mateo calls the peninsula down towards santa cruz right about it looks like that's about the line for

right now is that system begins to make its move and you can see the activity right along the san mateo coast lifting towards south san francisco also over fremont. got a little cell right. right there. that's lifting northward towards hayward, san leandro, maybe over towards palomares canyon out that direction, but this is going to be the main system. as it moves through, you can see the lows beginning to make its move. finally give it credit, though it was pretty good system has been here since the weekend, and now it's making its exit. but still, it's going to give us a lot of widely scattered showers. possible thundershowers. after today, the low moves out the high builds in but for the morning and through the afternoon. i think we'll see a continuation what we've had the last couple of days. mostly cloudy. occasional showers. some of these can be brief heavy. there could be easily a quarter of an inch or maybe more in some of these isolated cells. even up in the sierra. they'll get some activity thunderstorm activity to warm to do much, i think in the way of any snow, but maybe a little bit some of the higher peaks here. and as that low kicks out shower scattered showers today, but everything is

safe in oakland, oakland police say they're overwhelmed by the amount of crime calls that come in, including calls at all hours of the day about side shows shootings. crashes, thefts and more. violent crimes or the priority of the police, property crimes, burglaries and other reports of the police. they're low on the list. we have to do better. we have to focus our police resources on those violent crimes. and find alternatives to deal with the other volume of 911 calls that we have a tremendous strain. it's hard. obviously we tried to manage our resources properly and appropriately as we can. the oakland police department. like many other departments, they're struggling to hire police officers. there are at least 45 job openings right now. then the city has approved additional cadet classes in an effort to close that gap, starting pay for a police officer in oakland, $102,000 a year. alright some

good news. the section of highway one in monterrey is back open this morning. that's about 27 hours after a fire started at a pg and e battery facility in moss landing that fire started at about 1 30 yesterday morning in a tesla mega pack battery pg and e. says automatic safety systems disconnected the entire battery storage area from the power grid. lithium ion. battery experts say the problem is likely to become more common as the world becomes more dependent on large scale batteries. all those cells and close proximity . the chances of fire go up and so we shouldn't be surprised that we're seeing more and more episodes of fires. he goes on to say the batteries were originally intended for small scale devices, including laptops and mobile phones. now larger batteries are being produced. other experts say some manufacturers used poor quality materials often skip expensive testing and quickly assembled and shipped them. however they

add lithium batteries can be very safe if they are made used and maintained correctly. time now for 33 new this morning, russian president vladimir putin has ordered the mobilization of 300,000 military reservists to help out with the war in ukraine. now in comments made on russian tv today, putin also warned the west he's not bluffing about using all the means at his disposal to protect russian territory. in what appeared to be a reference to russia's nuclear capability. the mobilization of russian reservists comes as russian controlled areas of ukraine announced plans to vote in the coming days on officially becoming part of russia. you should put those things from the very beginning of the special military operation. we've been saying that the respective territories should decide their own fate, but there is a lot of work that remains to be done. two. uh win the war because russian aggression was not an

attack on just ukraine was an attack on the world. russia's mobilization of reservists is its first since world war two. it appears to be a response to recent losses on the battlefield as ukrainian forces have been retaking areas that used to be occupied by russian troops. today president biden will address the united nations general assembly in new york. the white house says the president will make the case that russia's quote naked aggression in ukraine is an affront to the heart of what the united nations stands for. president biden will ask the world leaders to continue backing the ukrainian resistance . the president is scheduled to speak at the u. n at 7 35 this morning our time and will bring you live coverage right here on morning sun to governor. newsom is in new york, calling attention to california's climate goals for a national audience. the governor spoke at an event organized by the clinton foundation. on friday, governor newsom signed 40 different climate bills, which include mandating carbon neutrality by 2045 safety

44 this morning, a new report says seniors across the country are struggling financially more than any other group ktvu lamonica. peters breaks down the data in santa clara county, where nearly half of the homeless population is over the age of 55. 68 year old adrian lawton says she started working at 18 years old, and now that she's retired, she's serving as an associate pastor with pam deliverance ministry in san jose . been in house myself and wasn't long and it was a number of years ago, but no, that's our flesh and blood. out there on the streets. people that we worked with dying. yeah. just. so it still hurts. she helps those in need of housing and other services, even though she still struggles to keep herself afloat and i'm living just above

$1000 a month is not easy when you're paying a 30% of your income for brands, a recent u. s. census bureau report shows that last year a million more seniors aged 65 older fell into poverty. that's more than 10% of seniors, the highest level since 2002 santa clara county also reported 40% of its homeless population was at least 55 years or older in 2019 seen a lot of senior citizens out here, um, like there's a gentleman across the street that lives in his car. he's 80 years old. he's homeless. what we recommend is, um, for people just to get connected to resources in the community right now, um, you know, we're we serve a lot of seniors that are on housed or are on the verge of being on housed, um, or are at risk of homelessness. sonia fraser is

was taken to the hospital overnight with minor injuries. it took until 1 30 this morning to get the fire under control and at one point more than 50 firefighters were battling the three alarm fire, which was so explosive that cruz had to evacuate the building and find it from the outside. it was high heat, low visibility and we realized that we weren't going to attack this fire from interior safely, so pulled everybody out. smart call and all we're doing now is trying to attack the fire from the exterior, which is harder and going to take a lot longer to knock this fire down so very large structure. heavy fire load. the building was heavily fortified and extremely difficult for firefighters to access. alameda county fire is working to confirm early reports that the building was housing a marijuana grow. operation officials have not yet said what caused the fire reporting live in san leandro and my gosh ktvu fox two news thank you. time is 50 to oakland. fire investigators believe arson is

the cause of three small fires that broke out last night along interstate 5 80. it happened around six pm between 35th and coolly. jabiluka video from twitter shows the flames near approved bail avenue just outside of the guard. rail fires were quickly put out. they did not spread to nearby homes and road flares were found there at the scene. last week, five homes were damaged in a much bigger fire in that very same area. the fires may not be related. so this incident we were able to deem that this one was arson. based upon the stuff that was found at the scene here tonight in the fire we had last week or on friday was that one is still under investigation as well. we've got multiple investigators working on that one. and that one still is under investigation. so they are two separate incidents. they just happen to be in close proximity to each other. at this point, there's no word that there are any suspects in last night's

fires. there has been another deadly shooting in oakland, this time, just yards away from city hall. the sound of the shooting was so loud city hall staff inside could hear the gunfire. ktvu used. jana katsuyama spoke with witnesses and city leaders about the city's fourth homicide in just 24 hours. along frank ogawa plaza near oakland city hall on 14th street, a normal tuesday afternoon turned violent and deadly. i heard the shot i was there. i was coming across the street right here. yeah the shots. how many shots were there? about four or five starting again fired gunshots and i just ducked, you know, scary. i've never experienced anything like this, tanya cole says when police arrived, they started doing cpr officers say one victim in oakland resident in his twenties, died there in the plaza. the second victim was transported to a local hospital , where he is currently undergoing surgery. police say that second injured victim is a

berkeley man in his twenties. we are now at nine. the one homicides. for this year in the city of oakland, compared to 100 lives last the same time last year, police said they are reviewing surveillance video. one witness says he saw a car at the scene shooting in the car. need to round one dude fell out of the car ran and got on the grass over here. the shooting happened just yards from city hall as the oakland city council meeting was underway. most of the members were participating remotely, but some staff were inside and heard the gunshots. it was really unnerving to be in city hall and not know how close um the gunshots were and if someone was injured, the city council had just been discussing with the police chief, the need to increase resources for crime investigations. we need the police chief to assign a few more officers to the investigations division. we realize they're understaffed, and i know that we have a large backlog in the city of oakland

wrapping up. this is a commercial industrial area of san leandro and the building that caught fire is a large warehouse. one firefighter was injured and taken to the hospital. he had minor injuries and that was reported by alameda county fire around midnight. until 1 30 this morning to get the fire under control and at one point more than 50 firefighters, along with mutual aid from oakland fire or battling that three alarm fire, and it was so explosive that cruz had to evacuate the building and find it from the outside. it was high heat, low visibility and we realized that we weren't going to attack this fire from interior safely, so pulled everybody out. smart call and all we're doing now is trying to attack the fire from the exterior, which is harder and going to take a lot longer to knock this fire down so very large structure. heavy fire load. the building was heavily fortified and extremely difficult for firefighters to access. alameda county fire is working now to confirm earlier

reports that the building was housing a marijuana grow. operation officials have not yet said what caused the fire reporting live in san leandro and lagasse, ktvu. fox stream use all right. thank you. emma oakland fire investigators believe arson is the cause of three small fires that started last night along interstate 5 80 that happened at about six o'clock yesterday evening between 35th and coolidge avenue . video from twitter shows the flames near fruitvale avenue, just outside the guardrail. the fires were quickly put out did not spread to any nearby homes and road flares were found on the scene. last week, five homes were damaged in a much bigger fire in the same area. the fires may not be related. so this incident we were able to deem that this one was arson based upon the stuff that was found at the scene here tonight in the fire we had last week or on friday was that was still under investigation as well. we've got multiple investigators working on that one. and that one still is under investigation. so they

are two separate incidents. they just happen to be in close proximity to each other. no word. yet if there are any suspects for last night's fires now 604. there was another deadly shooting in oakland this time right outside of city hall . it happened yesterday afternoon, the long prank ogawa plaza on 14th street, and witnesses heard several shots. police say one victim, a man from oakland in his twenties, died there in the plaza. a second victim was rushed to the hospital. the shooting happened just yards away from city hall as the oakland city council meeting was underway, most council members are taking part remotely, but some of the city staff inside heard the shooting. it was really unnerving to be in city hall and not know how close the gunshots were and if someone was injured no dark infinity sedan was told away from that scene. we asked the police about

this, but they made no comment on it. they're asking anybody who may have any cellphone or security video to share it with investigators. we are learning more about the two men who were killed two days ago in a drive by shooting in oakland's pill hill neighborhood. now police say they believe several shooters were involved when the shots were fired from a car at two locations. the victims are identified as 27 year old assam, audrey, who is originally from yemen, and 59 year old b lol, ihsa. friends, uh, visa say he is well known in oakland's ethiopian community. bilal. he was helping people. he has his children. he has a family. very nice boy. one of our family or homicide sections, investigating all angles of this crime. this incident is very obviously tragic. shocking. a 19 year old man was also shot in the leg during the attack so far, police say they do not know of a motive . and if you have any

information, you are asked to call oakland police well shootings. car crashes, side shows, burglaries and other crimes have times overwhelmed the oakland police department and you can understand that is also raising some new questions about police staffing and police resources. ktvu is andre senior is here now in the studio to tell us what's being done, andre the issue of staffing brought up before it's being brought up again here. oakland deputy chief james berry says the department is at least 45 officers. short police leadership has said in the past, it needs hundreds of more officers right now, 911 calls for violent crimes are prioritized. property crimes, burglaries and other reports are low on that list. this is not unique to open, though law enforcement experts say it is a result of reduced officer retention that's blamed on low pay, increased scrutiny and more work. oakland city council president says 911 calls can only be a police problem we have to do better. we have to focus our police resources on those violent crimes. and find
